Has there ever been a completely unworthy winner, in a year of remarkable banality?

Every year they always say 'a worthy winner' in 'a year of remarkable quality' - If it's true for every year it's a little redundant to keep saying it. The implication is that at least some or one year has been less than stellar or that the winner was less than deserving in the circumstances.
