People ending their sentences with 'or'. Last few months, English Language: Brighton and London

Review:

Just before Christmas I noticed that people were ending statements and sentences they made 
through out their conversations with 'or', yet never offering an alternative choice or possibility. For 
example, someone might say, "Shall we meet at 11 pm, or? ".  I became aware that I was doing this 
too, but have since stopped doing so. I wonder if you have noticed this linguistic phenomenon. How 
long has it been going on, what does it mean and what does the future hold?
