That's not and never has been how it's worked otherwise we'd never ever do anything except participate in referendums. We have elected reps. They make these decisions. Anyway, the real financial nonsense of the Olympics is the idea that it's a great way of regenerating the area - when actually, the same or better work could have been done over a longer period of time cheaper without the immovable deadline allowing developers to charge whatever they liked.
